Gifted humans. They have always been here. Hiding themselves and blending into the crowd. Their origin unknown. That was before the meteor hit the city. Now dormant genes are showing, powers are growing, and it's getting harder to hide.
The governor sets up a task force. Normal people need not worry, gifted humans... he's only looking for a solution. Something to cure them from these mutations that are appearing and changing their lives. The criminals, those that are very sick. That's all he wants. Martial law is placed on the city, the task force meant to keep the peace.
But it's also a breeding ground for rebels, some of them radical. They think the governor should leave the public be, leave the powers alone, and take the soldiers off the street. They just want to be free. There were criminals before the powers after all.
